Fargo affordable housing eligibility is based on income and household size, and varies by rental. To qualify for Fargo Housing rentals:

You must meet income requirements. See below for more information.

  • At least one member of the household must be 18 years or older.
  • Qualify on the basis of citizenship or the eligible immigrant status of family members.
  • Provide social security number information for family members as required.
  • Consent to Fargo Housing’s collection and use of family information as provided for in Fargo Housing-provided consent forms.

Fargo Housing’s order of preference for Public Housing, regardless of date and time of application is:

  • Require wheelchair accessibility
  • Working family (Scattered site only)
  • Those residing in Cass or Clay County at the time of application
  • Head of Household has custody of minor children (under 18 years old) that reside in the household
  • Head of Household is disabled (physically, mentally or emotionally)
  • Head of Household is near elderly, 62 years of age or older
  • Household member is eligible for U.S. Veteran status

Housing First Rentals
Rent Requirement
No rent requirement.

Housing Choice Vouchers

Housing Choice Vouchers (HCVs) help pay the rent in the form of vouchers that are paid directly to a private landlord. Residents are responsible for finding rentals that accept HCVs.

Fargo Housing’s order of preference for Housing Choice Vouchers, regardless of date and time of application is:

  • Local victims of domestic violence, referred by Rape and Abuse Crisis Center
  • Those residing in Cass or Clay County at the time of application
  • Head of Household has custody of minor children (under 18 years old) that reside in the household
  • Head of Household is disabled (physically, mentally or emotionally)
  • Head of Household is near elderly, 62 years of age or older
  • Household member is eligible for U.S. Veteran status
  • Family Unification Program (FUP)
  • Money Follows the Person (MFP)
  • 12 Week Empowerment Course (Jeremiah Program)
